Dr Alfred de Zayas, member of the AEDIDH and professor at the Geneva School of Diplomacy, participated in this Congress, which was opened by the bishop of Feldkirch, Dr. Elmar Fischer. The latter speaker stressed that the art of government is to serve humanity. Under the forum entitled Völker und Kulturen - einander achten, einander beistehen und voneinander lernen Dr. De Zayas analyzed before a forum of eminent jurists from the German language the legal content of the Luarca Declaration. The contributions from participants at the forum were relevant and will be taken into account in the future drafting process of the Universal Declaration on the Human Right to Peace.
