After having visited several States, the special court reporter requested the States, including Spain, to inform him about the follow-up of his recommendations. The report contains the recommendation made, the information provided by the government and by non governmental sources. The report is only published in English; however the part concerning Spain (paragraph 560-676) is in Spanish. One of the subjects addressed by the report in relation to Spain is the creation of a national mechanism for the prevention of torture, included in the Optional Protocol to the Convention against Torture.
The special court reporter visited Spain from 7 to 14th May 2008, invited by the government. During his visit he examined diverse key questions with the aim of evaluating weather the anti-terrorist measures affect human rights. During his mission he counted with the full cooperation of the government.
